
Judy Frost has spent years putting her experience in finance, education, the arts, and philanthropy to work for the Santa Maria Valley.
For eight years, Judy has served on the Santa Barbara County Board of Education, representing Trustee Area Five, which includes Orcutt and portions of the Santa Maria Valley.

I view public service as both a profound duty and a significant honor. My role on the County Board of Education allows me to apply my professional background and dedication to benefit our local community.

I am committed to active listening, posing meaningful questions, and fostering cooperation to ensure the priorities of our students and families remain paramount. Furthermore, I uphold a firm commitment to fiscal accountability, ensuring that our public funds are managed with absolute care and efficiency.

Student learning and achievement should remain at the center of every decision. I am committed to strong educational programs and services, particularly for students served directly through County Education Office schools and programs, and to ensuring that every student has the opportunity and support to succeed.

Responsible Stewardship and Accountability
With decades of professional experience in accounting and finance, I bring a strong fiscal perspective to the oversight of public resources. I am committed to careful review of budgets, transparency and accountability, and ensuring taxpayer dollars are used responsibly.

Collaborative, Effective Governance
I believe leadership starts with listening and respecting perspectives. I value a collaborative relationship among trustees, educators, and families. My focus is on good governance and keeping students at the center of the work.

Judy Frost brings a rare combination to public service: a financial mind, a collaborative spirit, and a lifetime of community leadership.
After two decades in Orange County, where she worked as a Controller for technology companies, Judy moved to Santa Maria in 1989 to become Managing Director of the Pacific Conservatory Theatre (PCPA) at Allan Hancock College. She served in that role until her retirement.

Judy earned a B.S. in Accounting from CSU Long Beach and an M.B.A. in Management from Pepperdine University. Her years of community service have included leadership and volunteer roles with organizations throughout Santa Barbara County, including:

First elected to the Santa Barbara County Board of Education in 2018, Judy represents Trustee Area 5, which includes Orcutt and portions of the Santa Maria Valley.

As County Board of Education President, Judy helped lead the introduction and recognition of veteran graduates and their family members during SBCEO's Operation Recognition diploma ceremony.
